Who qualifies, how to apply, and the new work rule starting in 2027.

Last checked . Rules change, so confirm with the agency before you act.

Who qualifies

Adults 19 to 64 with income under 138% of the federal poverty level and no Medicare can qualify. For 2026 that is about $1,836 a month for one person, or $2,489 for two.

How to apply

Apply online, by phone, or in person at your local agency. Have your Social Security number if you have one, a way to show who you are, and your income information. If you are missing documents, start with the documents guide.

The TTY line is 888-221-1590.

The 2027 work rule

Starting January 1, 2027, adults on Medicaid expansion must show 80 hours a month of work, volunteering, school or a work program, or at least $580 a month in income.

You do not have to meet it if you are in a substance use disorder treatment program, or if a substance use condition limits your ability to work. In 2027 your answers on the application are usually enough.

Rules may change as federal guidance comes out. Check the state page for the latest.

Keeping your coverage

Starting in 2027, expansion coverage is reviewed every 6 months. If you get a Notice of Non-Compliance, you have 30 days to respond.
